When a policy can't be justified on pragmatic grounds, its supporters
often seek to justify it by inventing rights.

That would be an increase in the *supply* of labour rather than the
demand.

Anyway, the cost of a CI is enormous, so while it is true that it would
(as you suggest) subsidise low wages, it is hardly the most effective way
of doing that.
