Constitutional Reform


Constitutional reform is now widely seen as one of the key imperatives of a new centre-left government. The past two decades have seen profound changes in the relationship between citizens and the British state - government has become increasingly centralised; the distorting effects of the 'first past the post' electoral system have been conspicuous; multiple functions of government are now exercised by unaccountable agencies and 'quangos'; and a perception has grown that the government has been willing and able to pursue its agenda with scant respect for the wishes of significant sections of the country it governs.

While there seems to be a growing consensus that some forms of constitutional change are needed, the precise content and effects of alternative proposals remains unclear. The constitutional reform group hopes to examine five sets of issues in particular.
